The central area of Hubei coordinated urban area consists of four plots: C2, C3, C6 and C7; the whole central area connects Sibei Road on north, Cuiyuan Road on east, Hubei Road on south, and Huaiyue Road on west. Plot C2 is the central part, i.e. core area of Hubei coordinated area. In addition to its own positioning, attention needs to be paid to its overall relationship with the surrounding C6 ancient village, C3 central park and C7 cultural facilities, so as to create a humanistic public green center that is three-in-one, borderless and integrating old village, park and culture. Therefore, the whole central area needs to have uniform design consideration in the international competition.

At the end of international competition, conceptual till design development will be carried out for plot C2, including cooperation at construction stage. Located at northeast corner of the central area, the plot C2 has land nature of commercial land, total land area of 14,600m2, and GFA included into FAR calculation of 384,000m2, including 358,500m2 office, 25,500m2 underground commerce and about 48,000m2 underground carpark.

Work Content

The design contents of this competition are architectural schematic design of plot C2 and conceptual planning design of central area (see Design Brief for details). The first-place winner will be responsible for integrating the design study results and architectural scheme optimization.

Registration Requirements

1. Open application will be adopted for this competition, and design agencies from home and abroad with relevant design experience can make application. The Chinese design institution must have valid and legitimate supporting documents, being an independent legal entity or organization or branch with legal authorization. The overseas design institution must be legitimate design agency registered at its premise. Two or over two legal entities, parent companies, wholly owned subsidiaries and the holding companies with the same legal representative can’t apply separately. Application of individuals and group of individuals are not accepted.

2. The team with similar design experience will be given priority.

3. The designers participating in this competition shall be registered personnel of the design agencies. Chief designers shall be persons who have led several projects of the same type and must directly participate in the whole competition process. If the design agency is an overseas agency, in order to ensure that the project designers have an accurate understanding of the regional background of China and the related requirements, the project designers shall have at least one person fluent in Chinese.

4. The applicant will provide prequalification materials as per requirement of Competition Document.

5. The chief designer responsible for the main design work of this project needs to attend the presentation meeting at important nodes; during the competition, if the chief designer is different from the team member submitted in the prequalification materials, the Host will have the right to disqualify the design agency for competition.

7. Each agency needs to meet the following conditions:

(1)Necessary qualification requirement:

♦ The company has total employees of at least 100 (including home and abroad);

♦ The project leader and chief designer have at least 15 years of working experience, while designers have at least 7 years of working experience;

♦ The project team has at least one completed project in tier 1 and 2 cities of China (including Hong Kong, Macao and Taiwan) in the past five years;

♦ It must be general taxpayer (for Chinese design agency);

(2)附加性资质要求Additional qualification requirement:

♦ Have multi-program flexible design capability;

♦ Have effective and timely communication ability with the Client.

If any one of the above items is not met, it will not be considered for shortlisting. No consortium is accepted for this tender.

 Special note

The whole-process online tendering is carried out through the online tendering and procurement system of CR Land. The bidders shall upload/download the tendering documents (prequalification document, tender document, bidding document, etc.) and make application through the online tendering and procurement system of CR Land. This tendering is divided into four stages:

First stage: For those qualified bidders as per above application requirements, the Tenderee will make review in accordance with the prequalification scoring rules, and then shortlist top 7 based on the score ranking from the review (See Tender Document for details of prequalification rules).

Second stage: Schematic design stage.

Third stage: Scheme review stage.

Fourth stage: The technical and commercial comprehensive review will be adopted, first technical bid, followed by commercial bid, with the weight of 60% and 40% respectively. Finally one winner will be determined.

Note: All the time is based on Beijing Time. The Tenderee reserves the right to adjust the schedule due to the Client operation or government work arrangement. In case of any change, the notice will be given beforehand.


The winner will sign the subsequent design contract, without any compensation, while the second and third-place winners will get bonus of RMB600,000 and RMB400,000 respectively in addition to the design compensation, and there is no bonus for bidders at fourth ~ seventh places.


The six unsuccessful shortlisted bidders will get RMB2.1 million design compensation each.
